The council has numerous byelaws which it can invoke, there is a byelaw for sakteboarding, cycling, playing football, model aircraft flying and yep a byelaw for kite flying. These byelaws have been drawn up by the office of the secretary of state. If the public have complained then the council can invoke the byelaw and ban kiting. Buggies come under the wheeled vehicle byelaw.
been through this before, councils have a lot of say of what can and can't happen on their land. If you break the byelaw then i believe it is a civil offence, even though it is not a criminal offence...an officer of the law has the power to remove you.
