wow shame to hear that im goonna be up in that area next year, it looks like people are doing their homework on the ecological stuff about the skylarks for the argeument (can spell 2day) and nice to see the clubs, local flyers and SEKA moving together to discuss the issue to get it removed.
the issue seems to be the skylarks nesting however they seem to prefer cereal crops or tall grasses. Even if the worst came to worst the area with that specific vegetation type will be restriced so maybe an area could be set aside for kiting, also they only breed between April and August (annoyingly long time tho) so there should be room for comprimise if the powers that be are in the mood to.
media may be an idea but make sure you set a very strong story and case, the media arent unknown for twisting a story for sensationalism, Evil Kiters Terrorise birds is more attention grabbing than Park bans Kites.
Has anyone involved considered contacting the groups that along with the RSPB are working with the Park authorities (saw a link in someones post but cant find it now) they mostly seem outdoorsy and health concious and im sure walkers would prefer the sound of a kite to the sound of a RC aircraft at least.
Admittedly you could do with a "expert" view of the Skylark nesting situation at the site, pity you cant get one of the local Uni's to monitor it as part of a Geography course Impact on bird habitats of recreational landuse or something tho im sure something like that must have been written, maybe find the research that the RSPB guy carried out, and if he didnt do any well.......
