just reading a german buggy mag in switzerland (which cost me 14quid!!!). very good. i forget the name right now. something like 'kite & friends'
it describes flying sites in the north of germany, holland, denmark, etc. some of the beaches require all buggy's to display a number - this number can be obtained by passing a buggy driving test (GPA - german parakart assoc.?) you also need this licence to enter races. you learn about safety, rules of the road, etc.
what i am trying to say is that when there is a site where buggyers and buggyeresses need to act responsibly - something needs to be enforcable. this again brings up the question of policing... nobody wants to be lumbered with the job of running half a mile up the beach to tell someone the rules. next were going to have penalty points and gatsos.
in 'hot spots' like branny could enforcing buggy licences be an option or is it going a step in the wrong direction?
