Overall Quality of build, eg. welds, and pipe that has been bent for the side rails the quality of the bend. Where the side rails meet the downtube, check that it is all strong and well built. Wheels and bearings (decent quality wheels and bearings, check to see if they're seized (sp.) etc. Home made seat? check for how well it has been built, or what condition it is in if it is a bought seat.
