Would loved to have been in the meeting when whoever it was decided to throw out 10 years of kite development and somehow manage to persuade everybody else into thinking it was a good idea.
As for teaching i completely disagree yes the kite could be up and going in light winds, but how as Kraxy kiter suggested does it help teach setup and pack down and safety procedures. Id be pretty disappointed if i saw someone getting there first lesson on one of these, no safety and not really a proper setup (what happens when they come to unwrap their very own kite and discover it has more than twice as many lines). Might be good for some kite control but then again if your teaching in light winds on a 17m most things that size turn like a tank, better off just using a trainer foil (way cheaper too)
