Theres a Lake south of Grenoble...Lac de Montenyard....Hire Centre for windsurf,camping...etc and had wind everyday we were there for a week....They hold Kite events there so must have wind . its probably a similar wind phenomenon to Lake Garda in Italy. Guppy [have some w/s pics only!!!]

Try Diamondblue Kiteboarding.......I got a 13m Waroo and only had to pay £35.00 or so.....Mention it when you order Guppy;)
